What it is

This tactical Combine harvester reset entry has a name but no official description. Its linked spawn component delivers a Combine after 4.7 seconds in build 23882143, which helps explain the label “reset” without inventing prose from the developer. The cooldown is 20 seconds, it does not begin on cooldown and it cannot be used in fog. These settings do not prove that the call is available without limit or at no resource cost in every mode. Where it comes from

The Combine’s official description contains the advice “It's best to have as many of these as possible.” That is the developer’s recommendation about the economic unit, not a rule for unlimited tactical drops.
